Council considers censure
Next Wednesday, the Oro Valley Town Council will discuss censuring Council Member Tim Bohen for a rather innocuous remark. The remark can be heard at the beginning this three minute council discussion from the March 3 town council meeting. Bohen was questioning why town staff can produce a work product in two weeks that they said at a previous meeting could not be produced for a month; while, at the same time, saying that they could not quickly produce a request for proposal because they were too busy. The discussion centers's around the opening of the Pusch Ridge Course. The matter, we believe, is entirely politically motivated. 

Maybe Bohen is on to something...read or next "bits".

Oro Valley Tennis Out For Bids
Speaking of requests for proposal, the town is not too busy to produce a request for proposal for Tennis operations.  El Conquistador Tennis has been ably run by Jennifer Fuchs through her company, El Conquistador LLC, since 2018. That's when she leased the facilities from the town.  The lease includes operating the courts at Pusch Ridge and the ones at the Community Center.  You can read about that auspicious start here.  

The lease expires October 1. Per requirements, the town is going to initiate a request for proposal from interested bidders on March 15.  Fuchs wrote to her members: "we are prepared to submit our proposal. Wish us luck!"

Seems to us that that lease is a model for what should happen with the Pusch Ridge Golf course.

For the record
We're posting The Conservation Fund's statement regarding their not participating in the town's purchase of the former Vistoso Golf course property.  As reported this past Monday, those who have worked tirelessly for the past three years to get this land designated as town owned and run conservation land are "up in arms". 

They identified and worked for a solution that would cost the town nothing more than the annual maintenance of a walking preserve. This is unlike those who live around the the town owned golf courses. Instead, they came to the town, hat in hand, begging for the town to keep their golf courses open.  They won.

HIVE in effect
The town has recently increased its Oracle Road traffic surveillance. The target is between Ina and Magee. The town announces their high intensity vehicle enforcement ("HIVE") activities on their Twitter and Facebook pages. The most recent was from 3pm to 6pm yesterday. The focus was on the Oracle-Magee intersection. This is the town's highest traffic accident area.

Former Oro Valley Appointed Council Member Steve Solomon was soundly defeated in the 2012 election by the minority-3.  Solomon had been appointed to council by Majority-4.  Tuesday, Solomon sent an email to his mailing list endorsing the Majority-4.

You Did "Request" An Early Ballot, Right?

Ballots went out yesterday. You should be getting your's very shortly assuming that you did ask for one. (see right panel)

Nearly 16,000 Independents in Pima County have requested early ballots. This is a record, acceding to the recorder's office. (Source)  This is not surprising to us given that the State of Arizona (foolishly) required no chartered cities, like Oro Valley, to mix partisan primaries with non partisan elections, like the Oro Valley Mayoral and Council elections.

"Oro Valley. 10,000 Seniors, 3 Safeways, and a speed trap. Oro Valley needs the speed trap. The ticket revenues fund the Viagra Overdose Hotline."

"Oro Valley. It’s so new. The only thing built in the last century are the residents. And they’re constantly having to repair their plumbing."

"Oro Valley. Oro is spanish for gold. Where’s the gold? All 327 Urology clinics."

And how about this knee-slapper:

High Visibility Enforcement (HiVE) August Deployments - Oracle Road at Magee and Suffolk

ORO VALLEY, Ariz. (July 28, 2014) - The Oro Valley Police Department (OVPD) will continue with its High Visibility Enforcement (HiVE) efforts during the month of August on Oracle Road at the Magee and Suffolk intersections. OVPD hopes to increase awareness and reduce collisions related to inattention, following too closely and failing to yield to other drivers. The Pima County Sheriff's Department (PCSD) will continue to participate and support the education/enforcement efforts.

OVPD and PCSD will deploy motorcycle officers on the following dates:
  • Aug. 7, 2014:   7 - 10 a.m. 
  • Aug. 12, 2014: 4 - 7 p.m. 
  • Aug. 19, 2014: 7 - 10 a.m. 
  • Aug. 21, 2014: 4 - 7 p.m. 
  • Aug. 27, 2014: 4 - 7 p.m.
Motorists are asked to be aware of the additional enforcement activity and drive safely.

"UPDATE: Melissa Ann Gordy sentenced for sexual exploitation of a minor


A Real Sweetheart, This One
ORO VALLEY, Ariz. (July 29, 2014) - On July 28, 2014, Melissa Ann Gordy, 44 years old, was sentenced for crimes that occurred in Oro Valley beginning in March 2012. Gordy accepted a plea agreement and was sentenced to 40 years in prison and a lifetime of probation for the following crimes: Two counts of sexual exploitation of a minor under the age of 15 (Class 2 felony); One count of sexual exploitation of a minor under fifteen in 2nd degree. (Class 3 felony)."

In 2012, "the grand jury indicted Melissa Gordy on the following charges: 11 counts of sexual exploitation of a minor under the age of 15 (class 2 felony); child abuse (class 4 felony) and one count of evidence tampering (class 6 felony). " (Source: Oro Valley Police Department; KGUN 9)

PLEASE DO NOT TAMPER WITH CAMPAIGN SIGNS

We have received reports of sign tampering of signs of the Don Bristow and Patrick Straney. In some cases, the signs were stolen. In other cases, the signs were moved or deliberately covered by a Majority-4 sign. As we have reported previously, tampering with a sign is a felony. Please leave the campaigns signs as they are placed. And please do not tamper with them in any manner.

Oro Valley Shows Continued Slow Business Development

The Oro Valley  economic development report  lists new businesses coming to Oro Valley. Yet again, this month's report shows that there is nothing of any significance in terms of new businesses.  The only significant item, as reported last month, is that Chuy's is coming to the Capin Car Center. Chuy's will be located where 2 other restaurants have already failed.  The report lists yet another nail salon, "Art of Nails", coming to town. This one at First and Tangerine where Ace Hardware is located.

We wonder: Have they ordered their A-frame sign yet?

Formerly a composites engineer at Lockheed Martin Skunk Works (Palmdale, Calif.), Jon Sharp is a legendary [and retired] air racer: He won the Reno Air Racing National Championships nine consecutive times in a tiny International Formula 1 racing aircraft, dubbed Nemesis, which he and his team developed and fabricated in the early 1990s. No Time Left For Photo Opportunities 

One of LOVE's  Facebook friends noted that some of the Majority-4 show up for town photo opportunities ("Events") while the Minority-3 don't always show up.  Council Members Hornat, Snider and Waters are retired.  Apparently, they have the time to show up for photo opportunities. Mayor Hiremath loves photo opportunities. He would never miss one.

The Minority-3, on the other hand, did not seek council seats to build their ego.  Council Members Bill Garner and Brendan Burns have jobs. They are not retired nor do they own their own business.  They work for "the man."  Council Member Zinkin spends his time preparing for council meetings or helping residents.  None of these 3 have much time left over for photo ops.

TOWN SEEKS TO FILL VARIOUS APPOINTMENTS

The town is looking to fill seats on 2 voluntary committees.  Read our posting on appointments to Oro Valley's Board and Commissions before applying.

"ORO VALLEY, Ariz. (June, 2014) - The Town of Oro Valley is accepting applications from local citizens who are interested in serving on a Board or Commission. Terms of office require that members be residents of the Town, be available to attend the designated meetings and be committed to the completion of the Town's Community Academy within their term.

The Historic Preservation Commission (HPC) has one (1) open position. HPC members serve three-year terms. The HPC was formed to promote the educational, cultural and economic welfare of Oro Valley by ensuring the preservation of historic buildings, districts, landmarks, structures, documents, photographs and other artifacts that represent the historic background and development of the greater Oro Valley area. HPC meets on the first Monday of every month at 5:00 p.m. at Town Hall.

The Parks and Recreation Advisory Board (PRAB) has one (1) open position. PRAB members serve two-year terms. The PRAB acts in an advisory capacity to the Town Council in matters pertaining to parks and recreation, park design, open space and trail use. The Parks and Recreation Advisory Board meets on the 3rd Tuesday of every month at 5:30 p.m. at Town Hall." (Source: Oro Valley Press Release)

Metropolitan Grill Closes..Chuy's To Open... But In A Different Location

Don't be going to Metropolitan Grill. It closed last week.  Read about it here.  Meanwhile, the latest Oro Valley Economic Commercial Project Status Report lists Chuy's Mesquite Broiler going into the Capin Car Wash Center on Oracle. That would be the fourth restaurant in this location. The other 3 never had sufficient business so survive.

Is Mayor Hiremath Aloof?
We got the following email this week from one of our readers.

"Just wanted to share a funny/sad Hiremath story. My husband and I ate brunch at Saffron this Sunday and one of the servers started talking to us on a personal level. At one point he said Hiremath comes in about every other week to eat. He also said he hasn't paid once for a meal nor has he ever left a tip. To quote the server, "He's more like, now be gone with you," after he gets his food. Sad, sad."

You can't make this stuff up!

CVS Opens
CVS opened in San Dorado  this week.  Its big. Its full of merchandise.  Every employee had a welcoming smile for us,  The only problem we encountered was the left turn light cycle into San Dorado from Oracle (going southbound).  It wasn't working when were there. Otherwise, things were fine.

The Oro Valley Police Department asking for public's assistance in identifying shoplifting suspect

Oro Valley, Ariz. (April 29, 2014) - The Oro Valley Police Department (OVPD) is seeking the public's help in identifying a shoplifter in our community.

On April 12 and April 19, 2014, a male suspect entered the GNC store at 2060 East Tangerine in Oro Valley and stole several containers of weight-lifting supplements. The items stolen were valued at approximately $900.

The suspect is described as a male in his mid-twenties, medium build, with a goatee. He was wearing a Detroit Tigers baseball cap and a blue, plaid button-up shirt. If you know the identity of this person, you are asked to call 911, 88-crime or (520) 229-4900.

Oro Valley Police Department asking for the public's assistance in fraud case

Oro Valley, Ariz. (April 28, 2014) - The Oro Valley Police Department (OVPD) is asking for the public's assistance in identifying a person of interest in a fraud.

On April 3, 2014, several credit cards were stolen from one locker broken into at Platinum Fitness in Oro Valley. Prior to the credit cards being cancelled, an unidentified male charged over $10,000 worth of items on the victim's credit cards. The person of interest is described as a white male with red hair, who appears to be in his early 40's. A store surveillance photo shows him wearing a blue dress shirt with a striped tie, black slacks and black dress shoes. If anyone knows the identity of this person, you are asked to call 911, 88-crime or (520) 229-4900.

Oro Valley Sprint Triathalon Road Closures and Delays

The Oro Valley Sprint Triathalon is tomorrow.  It is a swim, bike and run event.  Road closures and delays will occur at the following intersections. This is the "bike course" route. The run loops around Kreigh Park.  The event starts at 6:30.

Join the conversation and make a difference in your community! The Town of Oro Valley is accepting applications, now through Wednesday, April 30, 2014, for positions on one of the three Your Voice, Our Future project committees. The project’s goal is to have the community identify common values, issues and solutions. The committees will advise project staff and make recommendations on policy and goal proposals. The results will yield a community plan, often referred to as a “General Plan,” which will shape decisions about the Town’s future and quality of life.

The committees will focus on the following areas:

  • Development: land use, community design, cost of development, infrastructure, and transportation/circulation 
  • Environment: open space and natural resources conservation, water resources, archaeological and historic resources, and environmental planning 
  • Community: economic development, public facilities, services and safety, arts and culture, parks and recreation, and housing

Residents from all walks of life are needed. Applications are easy to fill out and submit online at www.YourVoiceOV.com.

This plan cannot be built without Oro Valley residents. Your Voice Committee members will be tasked with turning the draft vision and guiding principles into a plan for action. The policy development and review portion of the Your Voice, Our Future project is expected to take approximately 12 months to complete. Each of the committees will meet approximately 6-10 times during that period.

This is your opportunity to join with others and help shape Oro Valley’s future!

The draft vision and guiding principles are still available for comment on www.YourVoiceOV.com. The Oro Valley Planning & Zoning Commission will review them at a public meeting on April 10 at 6 p.m. in Council Chambers."

Oro Valley Bond Rating Upgraded

Oro Valley, Ariz. (February 19, 2014) - The Town of Oro Valley is proud to announce that Standard & Poor's (S&P) Ratings Services has raised the Town's long-term rating on the Oro Valley Oracle Road Improvement District's special assessment revenue bonds two notches, from A- to A+.

The report from S&P states: "The stable outlook reflects our view of Oro Valley's very strong and stable economy and management."

"We are extremely pleased that Standard & Poor's has recognized the Town for its strong management and budgetary practices," said Oro Valley Finance Director Stacey Lemos. "To receive a two-notch upgrade on our outstanding debt in this slowly-recovering economy is rare."

This excellent investment grade rating will allow the Town to access future capital on the bond market at much lower interest rates, thereby saving taxpayer dollars on the Town's debt payments. (Source: Oro Valley Press Release)

Oro Valley Drafts Vision Statement

Oro Valley has drafted a vision statement for the 2015 General Plan Update:

"To be a well-managed community that provides all residents with opportunities for quality living. Oro Valley will retain its friendly, smalltown character, while increasing access to daily services, employment and recreation. The Town's lifestyle continues to be defined by a strong sense of community, a high regard for public safety and extraordinary natural environment and scenic views."

It has has created a draft set of 11 guiding principles. These are available at the "Our Voice, Your Vision" web site.

Oro Valley Historical Society Plans Gala Fundraiser For October

Jack Everett, Vice President of the Oro Valley Historical Society, announced a society-sponsored gala fundraiser to be held at the Lost Territory (El Conquistador) next October.  It will have a western theme. Jack announced this at last week's Oro Valley town council meeting.

Jack updated the council on the society's accomplishments and future goals. Watch his presentation to learn more.

Oro Valley Rated USA's 8th Safest Suburb

A real estate blog, Movoto, has issued its 2013 survey of the country's safest cities.  Oro Valley is ranked at 8.  It is the only Arizona community listed and one of two listed in the west.  The rankings were based on:
  • Property crimes per capita (burglaries, thefts, and motor vehicle thefts) 
  • Violent crimes per capita (murders, rapes, robberies, and aggravated assaults) 
  • The chances of being the victim of a crime

Theft and Speeding are Oro Valley's #1 Crimes

The Oro Valley Police Department has published its 2013 crime statistics.  There were 769 serious crimes. Almost 80% of them were property theft ("larceny").  This increased about 10% over last year.  There were about 5,200 traffic related incidents.  71.5% of 2013's traffic citations were from one of three sources: Speeding (41%); Insurance Violation (20.5%); and Registration Violation (10.0%). The Anti John Musolf Arizona House Bill 2419

There is an Arizona Senate Bill that would charge a rate per hour for fulfilling information request that require more than 8 hours to obtain. The bill would, in effect, reduce the number of information requests because of the cost.  This is yet another, ill-conceived bill from a group of legislators who, obviously, have too much time on their hands.

Individuals and organizations use information requests to further explore issues of interest. They have a right to get such information.  Charging a fee of such proportions will most certainly be in violation of the Freedom of Information Act.

A Case For Overseeding Our Parks In The Winter

What beautiful weather we're having. Our town is packed with residents. The number of are in the thousands.  And our parks look like awful. The look dead at a time of year when they should and could look beautiful.  Here's a before and after:

Oro Valley Man Indicted On Child Abuse and Negligent Homicide Charges

On November 2, 2013, the Oro Valley Police Department (OVPD) responded to the 9000 block of north Oracle Road in reference to an unresponsive child. The investigation revealed that a one-year-old child, Michael Martinez, was placed in the bathtub along with his four-year-old sibling by their father, Jesse Martinez, a 30-year-old male. Approximately 45 minutes later, Mr. Martinez checked on the children and found his one-year-old son unresponsive. Mr. Martinez immediately called 911 and the dispatchers provided CPR instructions. OVPD arrived on scene within two minutes and began life-saving measures on the child. The child was transported to a local hospital where he was pronounced deceased a short time after his arrival.

The investigation continued pending forensics results. The Criminal Investigations Unit has reviewed these results and consulted with the Pima County Attorney's Office. It was determined that child abuse charges and negligent homicide charges were appropriate. Members of a Pima County Grand Jury have indicted Mr. Martinez on one count of negligent homicide and one count of child abuse, both class four felonies.  (Source: The Oro Valley Police Department Press Release)

Town seeks to fill Conceptual Design Review Board vacancies

The Town of Oro Valley is accepting applications from local citizens who are interested in serving on the Conceptual Design Review Board (CDRB). There are currently two (2) vacancies. To serve on a board or commission, members must be residents of the Town, be available to attend the designated meetings and be committed to the completion of the Town's Community Academy within their term.

The Conceptual Design Review Board makes recommendations to the Town Council on conceptual designs for new development including conceptual site plans, conceptual architecture and conceptual public art proposals. The CDRB also makes decisions on certain applications and requests including permanent sign criteria (for new multi-building developments), and Tier II Wireless Communication Facilities. The Conceptual Design Review Board is a seven-member board that meets on the second, and when necessary, fourth Tuesday of every month at 6 p.m.

Firehouse (Subs) Coming To Oro Valley

Firehouse subs is planning its third location. This now will be either at the Oro Valley Marketplace or at a First and Oracle location. Owners Bob Westerman and Lee Transue are hopeful the Oro Valley location will be open by third quarter of 2014.   (Source)

Casino Being Built North Of Oro Valley

"The San Carlos Apache tribe is going to build a casino in southeastern Pinal County. 33 Big Horn Released In Romero Canyon

Watch the release of 33 big horn sheep by Arizona Fish and Game.

The release occurred on November 18. 2013 in Romero Canyon.  Three were 26 Ewes, 6 lambs and 1ram.

Robbers Still At Large

Person Of Interest In Robbery
The The Oro Valley Police Department is still looking for leads in finding two "smash and grab" crooks. The thief's stole from a car in the LA Fitness parking lot.  The department had a picture of a guy who night have been a suspect but he was not.

There is a female suspect. She is "...is described as a Hispanic female approximately 40 years old, 5’ - 5’3” in height, and approximately 180 lbs. She is seen wearing a black jacket with a hood, blue jeans and blue t-shirt. Hiremath Rethinking Anti-Gun MAIG Membership

Last Friday, we posted that Mayor Hiremath had endorsed as a member New York Mayor Blumberg's Mayors Against Illegal Guns group.  We read now that Hiremath is realizing that he may have made a mistake. He's received emails regarding what is alleged to be MAIG's position against the 2nd amendment.  Apparently, he never investigated the group.

This is not the first time Mayor Hiremath has entered into something without doing his homework. We've heard, for example, that his entire preparation for a council meeting comes from a briefing with  town staff. He never reads what he is given.

KC Carter Wash Dedicated

This morning, the town dedicated the KC Carter wash. Carter was an Oro Valley council member. The wash is located at the Lambert Lane Bridge, west of Congressional. The dedication plaque is on the south side of Lambert on the wall along the multi-use path.

"KC Carter served on the Oro Valley Town Council from June 2004 to June 2010. He was a champion of the Stormwater Utility, garnering public support and laying the groundwork for the storm-ready community we enjoy today."

On Thursday, October 31, 8 – 9 a.m., Oro Valley Police Chief Daniel Sharp will host the 11th annual Project Graduation Business Breakfast at the Hilton El Conquistador Golf and Tennis Resort in Oro Valley. Just For Kids Concert Tomorrow In Oro Valley Council Chambers

"Just for Kids, presented by Southern Arizona Arts and Cultural Alliance, takes place at the Oro Valley Town Hall Council Chambers, 11000 N. La Canada [ at 10 Am tomorrow] and is free to the public. Each month, a new theme explores interactive performances. The program teaches children about music through engagement and hands-on experiences with instruments.

The Town of Oro Valley is currently accepting applications from local citizens who are interested in serving on a Board or Commission. Appointments start on January 1, 2014. Terms of office require that members be residents of the Town, be available to attend the designated meetings, and be committed to the completion of the Town’s Community Academy within their term.

Parks and Recreation Advisory Board

The Parks and Recreation Advisory Board (PRAB) has one (1) open position that serves a two-year term. Planning and Zoning Commission

The Planning and Zoning Commission (PZC) has two (2) open positions that serve two-year terms. The PZC holds public meetings and makes recommendations to the Town Council on all matters relating to the creation of zoning districts, the enforcement of zoning regulations, amendments to all zoning ordinances and any other matter within the scope of the zoning power. The Planning and Zoning Commission meets on the first Tuesday of every month at 6 p.m. at Town Hall, 11000 N. La Cañada Drive, Oro Valley.

Water Utility Commission

The Water Utility Commission (WUC) has two (2) open positions that serve a three-year term. The WUC acts as the official advisory body on Water Capital Improvement Program planning and rate structure formulation to the Town Council, in conjunction with submitting proposals to the Capital Improvement Program and other related tasks. OVPD Hosts National Night Out Tonight At Target

Tonight, from 6 to 9 p.m., the Oro Valley Police Department, in partnership with Target Corporation, will host its annual National Night Out event at the Oro Valley Target Store, 10555 N. Oracle Road. There will be exhibits and demonstrations along with music, prizes and food. Parents and children will learn about safety in regard to fire, water, internet, poison, drugs and much more. GCU Bids Revealed

Last week, we learned what Oro Valley, Tucson, and Marana offered Grand Canyon University to induce them to locate in their communities.

Oro Valley offered land near Naranja Park for $1.8 million and was going to charge an additional $3 million for grading and utility improvements.  Marana proposed about 130 acres near Linda Vista Blvd and a half-mile from I-10 for a price ranging between $24,000 and $34,000 an acre.  Tucson offered the El Rio Golf Course for about $257,000 per year for 50 years. Oro Valley Chamber President Dave Perry complemented the town for making a bid at the town council meeting this week, noting that the location of a University in Oro Valley would be a seminal event.

A neighborhood group successfully scared away Grand Canyon University from Tucson. The City of Tucson and its residents, never miss an opportunity to choose poverty and pipe dreams (Rio Nuevo) over economic prosperity. Their success helps cement Tucson as one of the poorest cities in the country.

Oro Valley 2013 Revenues Exceed Budget

The Town Of Oro Valley's 2013 revenues for three major funds exceeded budgeted amount.
  • General Fund revenues came in 5.5% over budget. "The overage was due primarily to Local Sales Taxes (specifically the construction sales tax category) and License & Permit revenues due to increased development activity seen during the fiscal year."  Retail tax collections exceeded budget by almost 5%.
  • Highway Fund revenues "...totaled $2,648,329, or approximately $168,000 over the budgeted amount of $2,480,005."
  • "Bed tax collections for the fiscal year totaled $788,796, down approximately $6,000, or 0.8%, from last year....Total actual revenues for the year came in over budget by $14,289, or 1.8%."

Oro Valley Police Department Alert: School Starts-Be Careful Driving 

"The Oro Valley Police Department (OVPD) would like to remind the community that most private and public schools are back in session this week. Please exercise caution when driving as there will be an increase in children walking or riding bikes.

As a reminder:
  • You may not pass a school bus when it stops and displays the stop sign and flashing red lights. All vehicles must stop! This includes both directions of travel when a physical median is not present. 
  • The school zone is 15 miles per hour. You must be at or below 15 miles per hour prior to entering the zone. The zone is marked by the first sign as you enter. 
  • It is prohibited to pass another vehicle while in a school zone. 
  • Please pay attention to the crossing guard's directions and be prepared to stop. 
  • School crosswalks require drivers to stop at the point a pedestrian enters into the crosswalk. 
  • Please do not text and drive. 
OVPD is anticipating a large amount of vehicle and pedestrian traffic, so we ask that you start your day earlier and give yourself plenty of time for increased congestion. "Four Suspects Apprehended in Shoplifting Ring

Oro Valley, Arizona (August 6, 2013) – On August 2, 2013, the Oro Valley Police Department (OVPD) responded to a report of shoplifting at Ulta, 11,875 N. Oracle Road. Three adult females and one juvenile female entered Ulta and concealed 40 bottles of perfume, valued at $3,500. The subjects exited the store and left the area in a vehicle. The vehicle was located and items from Ulta, along with numerous items from other stores, were recovered from the vehicle. Evidence indicates the subjects were running an organized shoplifting ring.

OVPD is asking the public for assistance. If anyone has any further information about these suspects, please call 911, 88-crime or (520) 229-4900. All four suspects have been arrested for organized retail theft and shoplifting with an artifice (class 4 felony). The juvenile’s photograph and name have not been provided. MAX Is The Oro Valley Police Department's Newest K-9

Welcome To Oro Valley, Max
ORO VALLEY, Ariz. (August 8, 2013) - The Oro Valley Police Department is proud to introduce the newest member of its K-9 unit. Max is a three-year-old German Shepherd, imported from the Netherlands and purchased from Alderhorst K-9 International of Jurupa, CA.

He is certified in service dog work and has already begun narcotics detection training with the OVPD K-9 Unit. Max will be a dual-purpose patrol and narcotics detection canine and will be trained in search, apprehension and protection.

Max is a replacement canine for one that recently retired. His handler, Officer Roger Reynolds, anticipates being certified as a team in about four to six weeks.

"The Oro Valley Police Department is proud to announce that Canyon Del Oro High School's two forensics teams took first and third place at the Crime Scene Investigators State Challenge, April 19-20, 2013.

Teams from across the state of Arizona converged in Phoenix to compete in a mock crime scene where students solved a crime by applying skills learned during classroom forensics studies. They gathered and processed evidence, conducted interviews and presented their case as if issuing the case to the county attorney for prosecution.

The Canyon Del Oro High School forensics program is sponsored by the Oro Valley Police Department School Resource Officer Program, and it receives funding from the Oro Valley Optimist Club and the Oro Valley Community Foundation."

Oro Valley's outstanding revenue bonds have been affirmed as a "AA-" rating by bond rating agency Fitch.   The Fitch press release noted that:
  • Income/wealth levels as well as educational attainment metrics are well above state and national averages.
  • Year-over-year unemployment levels are down, remaining below those of the Tucson metropolitan statistical area (MSA), state & U.S., comparable to historical trends.
  • Management maintains a solid financial cushion despite recent draws on fund balance. Fitch views sizeable reserves as a key offset to a portion of the risk associated with operating revenues derived largely from economically sensitive revenue streams.
  • Overall tax-supported debt levels are low, assisted in part by the town's practice to repay much of its debt with self-supporting water system revenues.
  • the Stable Outlook reflects Fitch's expectation the town will adequately manage its growth-related needs, maintaining reserves and coverage levels well above average, comparable to historical trends.
It is opinion that Fitch is the best of the three ratings agencies, having not fallen into the trap of over rating companies and municipalities during the "go-go" housing years. An AA- rating means that the investment is of good quality but has some risk due to the economy.

Former teacher Melissa Ann Dalton plead guilty to one count of sexual conduct with a minor and two counts of attempted sexual conduct with a minor.  The Oro Valley Police Department arrested her a year ago. She will serve almost three years in prison. (Source)

This, regarding town elections being moved to coincide the state and national elections:

"Oro Valley is one of the towns that had scheduled a home rule election for the spring of 2014. Mayor Satish Hiremath said that under the new law, and without any cover from Ugenti’s cleanup bill, their best option is to hold off on the election until the fall of 2014, which means the new budget limit can’t go into effect until until fiscal year 2015.

"Hiremath was originally not against consolidated elections, but after getting a glimpse of what the consolidated elections might look like, he changed his opinion."

"He said that by holding a separate election for city issues only, voters have a chance to read up on local issues and local candidates, and to get involved with the government that affects their lives most directly. When all the elections are lumped together, he worries that people lose interest in the local issues."(Source)

Actually, we think it will make the elections partisan elections.  That's even worse that having uninformed residents vote.

Last Week, Oro Valley Finance Chief, Stacey Lemos, reported to town council that actual Oro Valley sales revenues were less than projected because sales tax audit recoveries were less than expected. Her explanation: Some of the contractors being audited are not longer in business.

An article in the Daily Star discussed the development of almost 500 apartments coming to Oro Valley. We've discussed this in various prior postings.  Oro Valley is no longer a small town.  It is fast becoming a city.  The article is a puff-piece about the Steam Pump Ranch HSL Properties apartments. It extols the virtues of these upscale apartments and how needed they are because of all the business growth and Oro Valley.

Oro Valley's biggest challenge however is that it is landlocked. As we have already noted in a previous posting regarding safety this week, there's no easy way to get in and out of Oro Valley.   La Canada south of Ina Road is unusable and will be that way for another 18 months.   The reconstruction of the Ina and Oracle interchange has begun.  There are often long lines of traffic in all directions during the day.   The future doesn't look any better because there will still only be two southbound roads after these projects are completed.

Oro Valley is launching The virtual art gallery—part of the Town’s new website. It can be found online. "Taking it a step further, the Town will also be hosting monthly public art tours, where residents and visitors can reserve a spot on a tour van for an in-person, narrated tour of the Town’s many public projects. Beginning May 23, 2013, and recurring on the 4th Thursday of each month, these free tours will be available on a first-come, first-served basis. Reservations are limited to 12 people, and can be made online." This morning, The Oro Valley Police Department  is hosting "Drug Awareness Day For Fifth Graders" at Riverfront Park from 9:30 am to 1:30 pm.  "The Oro Valley Police Department's Dispose-A-Med program will also be on site to collect unused or expired medications for proper disposal." As previously reported, Oro Valley Town Manager Greg Caton presented to council on Wednesday his recommended town budget for 2013-14.  You can view the document and his presentation to council on the town's website.

Wednesday, on a 5-2 vote, the Oro Valley Town Council approved the an ordinance for the sale and consumption of liquor at Steam Pump Ranch.  Such is still banned from all other Oro Valley parks and venues.

Tuesday, the Oro Valley Planning and Zoning Commission voted unanimously to approve a conditional use permit for the Memory Facility to be located on the southwest corner of Oracle and Desert Sky Rd.  We have previously reported this to to you.  The actual permit can only be approved by council.  During the hearing on the facility, resident Bill Adler observed that the facility can not be approved on the basis that it is a "skilled nursing facility." This is one of the categories for permitting a conditional use permit.  Bill noted that it is not skilled nursing facility.  Indeed, most of these facilities are staffed by medical aids.  We learned that Bill's concern is being considered by Oro Valley Development and Infrastructure Department and that they are planning to create a new category for this type of facility.

This week's Planning and Zoning Commission meeting was cancelled. The agenda for the meeting is set by the Oro Valley Development and Infrastructure Department.  Guess there was nothing to discuss.

Next week's Stormwater Utility Commission meeting is a study session They will discuss the origin of the stormwater fee,  current status and alternatives for the future. The meeting is March 13 at 4 PM at the Calle Concordia conference room  at the public works building on Concordia. (Agenda)
