Vistoso Marketplace Concept Reopens Woodburne...Rancho Vistoso ... Tangerine Traffic Discussion

Study session links roadway safety and possible new marketplace
Last week, the Oro Valley Town Council held a study session on one of the Town’s more difficult traffic areas: the area around Woodburne Avenue, Rancho Vistoso Boulevard, the Safeway northern access, and Tangerine Road. Public Works Director Paul Keesler told council that the Safeway northern access and the Woodburne Avenue/Rancho Vistoso Boulevard intersection have about five to six crashes a year. He said that number has long concerned the Town.

Roadway discussion reminds all of Avilla-era traffic concerns
The last major council discussion of this area occurred during the 2024 review of the Avilla Homes proposal. That proposal was not approved after residents and council members raised traffic and roadway concerns. Last week’s discussion brought back many of those same issues. They included traffic near the Safeway northern access, left turns onto and off Rancho Vistoso Boulevard, the possible use of the Safeway rear access area, the location of a new traffic signal, and traffic backing into travel lanes.

The Town’s current plan is in the 2027 budget. It is to reconfigure the lanes, increase left-turn storage, and to rebuild the median between Woodburne Avenue and the Safeway northern access. One day, the town would like to add a traffic signal there. Staff said the lane changes would address many existing crash factors. Staff also said a future signal would address the remaining safety issues by controlling left turns and reducing the need for U-turns at Woodburne Avenue. Staff identified about $747,000 in impact-fee funding for lane reconfiguration in the proposed capital improvement plan.

...Paused to consider impact of "Vistoso Marketplace"

Staff was planning this work when they learned of a possible commercial project on the southwest corner of Rancho Vistoso Boulevard and Woodburne Road. It is called Vistoso Marketplace. The concept for includes a Sprouts Farmers Market as the anchor tenant, a retail building, and possible pad uses on the south side of the property. 

The project will affect traffic in the area because it will add new commercial activity near an intersection already under review for safety concerns. The project has not yet been submitted as a formal development application. It remains in the early stages. It is being proposed by W.M. Grace Companies.

Residents echo concerns... "Though we're happy with Sprouts..."
Mayor Winfield took the unusual step of accepting audience comments when the study session discussion began. Several residents spoke. Their comments echoed many of the concerns raised years earlier in  the Avilla Homes review. They questioned why the item was being discussed before a formal application had been filed. They also urged the Town to consider the full traffic effect of the project and future development in the area before deciding on roadway changes. One resident captured the reaction, saying, “Sprouts, hey, we love Sprouts,” but adding that the full shopping center puts the matter “into a whole different ballgame.”

Key decisions remain ahead
Council did not approve the Vistoso Marketplace project. It did not approve the planned road design. It did not approve a new traffic signal. This was an early discussion of how the Town might address an existing traffic safety problem while also planning for possible commercial development at the same intersection. The central question going forward is whether the Town can improve safety and traffic flow in an area that already has problems, while also accounting for a commercial project that has not yet been formally submitted for review.

Oro Valley Town Council formalizes School Resource Officer Program
Last week, the Town Council formalized the town's policy regarding deployment of and reimbursement for School Resource Officer. The council unanimously agreed that  “Every K-12 school in Oro Valley should have the Oro Valley Police Department and emergency responder planner annually review and provide input to their security and emergency plans; should have a resource officer, or other alternative security approved by the Oro Valley Police Department. Oro Valley shall request a reimbursement from each school for the cost of the Oro Valley provided SROs.” We don't this will make a difference in the town's current SRO deployment, which essentially covers all of the town's public schools.

Sprouts to charge for plastic bags
Sprouts Supermarket on Oracle will be charging for plastic bags in a few weeks. For a few dollars you can get one of their heavy duty totes.  It can be used anywhere. We wonder why the Town of Oro Valley has not banned plastic bags.

Enforcement of Oro Valley’s short term rental ordinance now in effect
The Town of Oro Valley would like to remind residents that as of Friday, May 5, 2023, enforcement of the Town’s ordinance for short term and vacation rentals is now in effect. The new ordinance, which establishes rules, regulations and licensing requirements for short term and vacation rentals (e.g. Airbnb, VRBO, etc.), officially went into effect on February 3; however, Town Council allowed for a 90-day implementation period where the ordinance would not be enforced to allow individuals to become familiar with the licensing process. Oro Valley community invited to participate in housing survey 
ORO VALLEY, Ariz. (May 9, 2023) – The Town of Oro Valley is inviting everyone who lives, works or owns a business in Oro Valley to participate in an online survey about the Town’s current and future housing needs. Your help is needed to answer questions like, “What types of housing does Oro Valley need?” and “What are barriers to homeownership?”

There are two separate surveys. The resident survey is for people who live in Oro Valley. The business owner/employee survey is for non-residents who work in Oro Valley or anyone who owns a business in Oro Valley (whether or not the business owner is a resident).” (Source: Town of Oro Valley Media Release)

ALERT: Sprouts Credit Card Hacking Alert

KVOA reported last evening that customer credit card information was stolen from Sprouts Farmers Market  between January 25 and 29th.   So, if you used your credit card at Sprouts during those dates please check your credit card activity to ensure that your card number has not been used fraudulently.

Generally, the information contained on a credit card includes the credit card number, your full name, the card's expiration date and the country code.  It does not include the security code on the back of the card or any "pin" you have set up to use with your card.  However, if you did enter the PIN at point of sale then that information would also have been pirated.

What should you do if you did use your current at sprouts during that time period?  

As a minimum, monitor your credit card activity online.  This of course assumes that you have set up access your account online.   If you haven't done so you probably should.   You may want to contact your credit card company and asked them to be sure to alert you to any "unusual activity."    Of course, if you observe any unusual activity or its reported to you, you should get a new credit card.

We're guessing that every day thousands of credit card numbers are stolen from some retail enterprise somewhere.   So, the chances of your credit card number and info being stolen really is a lot easier than we'd like to think.   The best thing to do is to be aware and keep an eye on your account activity.
