As reported in the front page headline of the Nov 15 Az Star, Pima County has told the Metropolitan Tucson Convention & Visitors Bureau, no more funds until the county knows where the money goes.
We've been saying that Oro Valley ought to take the same position with MTCVB & TREO (Tucson Regional Economic Opportunities).
Any reasonable person would want to know how its money is being spent when donated, and whether or not it is getting value in return.
It's about time Oro Valley did just that with OUR money.

Item G on the November 17 Town Council Consent Agenda concerned Metropolitan Tuscon Convention and Visitors Bureau (MTCVB) 1st Quarter Report for July 1, 2010 through September 30. 2010.
This is an example of an item that should not appear on Oro Valley’s Consent Agenda for rubber-stamping until a thorough analysis of the performance of MTCVB had previously been discussed in detail.
For example, on November 15, 2010 a front-page news article appeared in the Arizona Daily Star Newspaper. Pima County supervisors have given MTCVB an ultimatum - no more money until it explains how it has spent what it already has received.
The Town of Oro Valley has a much smaller contract with MTCVB, but the taxpayers would like to know where their money is going!
The MTCVB Oro Valley report consists of one page with specific performance measures and actual results.
However, without more detail no one can really judge MTCVB performance. Examples:
Convention Sales:
- Confirm 16 convention bookings for future dates. The 1st quarter report states that 10 were performed. Can MTCVB identify which Oro Valley properties have future date bookings?
- Conduct 44 customer interaction/site inspections for Oro Valley properties. The 1st quarter report states that 15 were performed. Does this mean one customer visited 15 sites? Did 5 customers visit 3 sites?
Convention Services:
- Service a minimum of 18 Oro Valley meetings and conventions. The 1st quarter report states that 5 were performed. Can MTCVB identify the meetings and/or conventions it serviced?
Travel Industry Sales:
- Generate 31 travel articles about Oro Valley. The 1st quarter report states that 7 were done. Can MTCVB provide samples of those 7 travel articles about Oro Valley?
Marketing
- Generate 6000 unique visitors to the Town of Oro Valley’s and Oro Valley properties website (www.orovalleyaz.gov) from the MTCVB website (www.visittucson.org). The 1st quarter report states that 4087 unique visitors were passed to the Oro Valley website. Can MTCVB identify the criteria used to select visitors to the MTCVB website passed to the Oro Valley website? For example, were they businesses seeking more information about the economic vitality of Oro Valley as a retail or manufacturing site?
Councilman Bill Garner pulled this item from the agenda to question Mr. Garcia about more detail from MTCVB. Mr. Garcia responded that the detailed data was available but that some more work with the software had to be done to obtain this information for the report.
MTCVB signed a financial agreement to provide performance statistics to Oro Valley, but MTCVB was not prepared to present them in the first quarter? Mr. Garcia promised more detailed analysis in the second quarterly report on MTCVB performance.
It will be interesting to attend the Town Meeting for the second quarterly MTCVB report to see if any improvement is made!
