If only Wal-Mart would not fight the people of Oro Valley and "pull out " from across the road at Catalina State Park! How about it Delia Garcia? (She is the W-M company representative in Phoenix.)

How delightful it must be to have a municipal staff and council who work for the citizens and not for developers.
In Tucson, Wal-Mart must go to the city council and ask, in a public meeting, to be able to build a superstore.
In Oro Valley, the council signs an agreement that not only gives a developer 45% of the sales tax revenue that this town claims to depend upon, but also promises to never subject the developer to a big box ordinance.
Wal-Mart doesn't need to fight very hard in places like Tucson when it can get such sweet deals in places like Oro Valley.
