The Federal "Affordable Care Act." ("ACA") imposes a fee on health insurance issuers and self-insured group health plans starting in 2014. This fee will impact the Town of Oro Valley.
The Town of Oro Valley implemented a self-insured medical plan for town employees this year. Contributions to the reinsurance program are required for plans that provide major medical coverage. That's Oro Valley's plan.
The fee is called a "reinsurance fee." It is based on a nationally determine rate; which, at the present time, is estimated to be $63 per year per covered life. This could add upwards to $60,000 the cost of providing insurance for Oro Valley's 300 employees plus dependents starting in 2014.
