Oro Valley Council Votes To Approve New Town Employee Organization
Only Council Member Joe Hornat had enough concerns to vote "no," as the Town Council approved a motion that would give more authority to the Town Manager.
Once again our elected officials cede control to the Town Manager!
Over the past fifteen years, Policies 25 and 27 have not been fully effective in leading to the intended employee benefits, and at times have been counter-productive to efforts to create a positive, open and innovative organizational culture In whose estimation was Policies 25 and 27 “broken” and needed replacement? The Town Manager and Human Resource Director proposed AD 33!
How was the new bureaucratic AD 33 Innovations Team first created? Not by Council Direction or Action! In response to a challenge by the Town Manager in December 2009, 21 employees from across the organization volunteered to meet as the Innovations Team steering committee with the Human Resource Director providing guidance and support for the work of the team. AD 33 I. MISSION The Employee Innovations Team (I-Team) is a cross-functional group of Town employees formed to call upon the collective ideas, expertise and paradigm breaking perspectives of our staff to help guide the Town into the future. II. STRUCTURE The First Look Team will function as the central hub of the Innovations Team and will be responsible for initial intake and final distribution of employee innovation project proposals, ideas and challenge resolutions.
How will the First Look Team within the Innovations Team be selected? The Town Manager and Executive Management Team will solicit employee volunteers and select seven representatives to serve as the First Look Team. How will the squads be selected? • May be created by the First Look Team (selected by the Town Manager and Executive Management Team) or recommended by the Town Manager. How will the squads be trained on how to function? • All employees involved with the Innovations Team will be expected to complete an I-Team leadership training and development program administered by the Human Resources department
How will the Council be involved in AD 33? Extremely Limited! I agree with Council member Joe Hornat (in the November 17, 2010 and December 1, 2010 Town Council Meetings) when he said he wanted more Council involvement! All AD 33 does is create a new bureaucratic approach with little involvement by the elected Council.
Incidentally, I submitted a “blue card” to speak on this item 6 on December 1, 2010 which Mayor Satish Hiremath chose to ignore! So much for public input!
Hiremath says, "We want to hear from our residents" but then ignores a blue card from a resident who wanted to speak on a particular topic at a recent council meeting.
But notice also that Hiremath said, "just pick up the phone and call us, or send us an e-mail at town hall."
Sounds like he only wants to hear from people privately but isn't so interested in hearing from them in a public forum.
