We want all our readers to know that an amendment to the scheduled Study Session on Wednesday, Sept 23 was made today adding a Special Sessionn where votes can be taken.

KC Carter, with a 2nd by Al Kunisch and the blessing of Mayor Loomis, has added an item discussing the future of our Town Manager, David Andrews.
It is imperative that all Oro Valley residents be made aware of the petty bickering and vindictiveness on the part of some on the council. It is very sad that our dedicated manager, Mr. David Andrews got caught up in this.
David is quite cognizant that he has seven bosses: The Mayor & the six Council Members. Try working for seven bosses with different opinions and values. "It 'ain't' easy." And yet David knows his ultimate responsibility is to the people of Oro Valley.
We do not know why Mr. Carter put this issue on the agenda. If the council votes on David's contract which is due for renewal soon, we don't know how they will vote.
What we do know is this. Recently, Carter, Kunisch and Paula Abbott have joined forces with Mayor Loomis to undermine David's position.
Why, you ask? We can't say for sure, but we have a pretty good idea why and we'll share our views with you.
To put it bluntly, we believe the mayor has it in for David. Kunisch, as a volunteer policeman, supports the cops, and follows Loomis' lead. Paula has disappointed us, and we don't know if she joined the "coalition" as a result of misguided compassion, or dislike of one or more other council members.
KC Carter, without doubt has turned his back on the people who thought so highly of him, for one reason only. VINDICTIVENESS against Bill Garner, Barry Gillaspie and Salette Latas.
Just last week, the council met in Executive Session to discuss David's future. His contract would be renewed unless it was put on an agenda for further discussion. Discussion is one thing. Voting to not renew David's contract because the police unions are not happy that David is more concerned about fiscal responsibility than a few jobs, would not serve the people of Oro Valley.
We hope we're "raising a red flag" for naught. We hope David gets a unanimous vote to stay on and continue to serve the people of Oro Valley with class, dignity and the utmost concern.
We need the citizens to show up in of support David Andrews. He has done so much good for us. It's the least we can do for him-----and, more important, for our community.

Does Andrews have a severance package?
OVM--- Yes. I'm sure that will be part of the Executive Session discussion.
Should David not remain as Town Manager, the least costly will be the expensive severance package he will be due.
Replacing a man with David's integrity, experience, knowledge and concern for the citizens will cost us dearly.
We can only hope that "common sense" will prevail behind the closed doors in the Executive Session.

The Special Session will probably be called to order close to 6. They will likely go into executive session.
Loomis generally allows speakers for the items that are not considered public hearings, like employee matters, if there are a lot of cards.
The swing vote will be Abbott.
OVM, The severance package is generally six months for Town Managers.
I believe Deacon to be correct on both points. After the Study Session which begins at 5:00 PM, Council will go to the Special Session, which will generate a motion to go into Executive Session.
Subsequent to meeting behind closed doors, the council will make public their wishes.
If David is to be retained, it will be a very short Special Session. If not, what will be, will be.
We must hope, it will be a short session.

What kind of governance do we have when a Town employee DOES HIS JOB and some of those that 'govern' become pissed off?
There are those on Council who have flip flopped to the point that they no longer hold any credence whatsoever. Are they aware that public record is at hand and their idiocies can be recalled? Are they aware that we, the people, have the power to

Is it possible to recall and replace Loomis, Carter, Kunisch and Abbott with reasonable and civic minded officials? June of 2010 is not soon enough.

To answer your question about a recall----the short answer is "Yes, it is possible." In fact, its already been looked into.
We must still await the decision that will come out of the Executive Session, and I'm still hopeful it will be positive.
If not---we'll go from there.

It is 98% factual that "The Fat Lady" has sung. The next steps need to be discussed.

It may be true that the decision will be made behind closed doors. It may also be true, as you allude to in a subsequent post, that the decision has already been made. If that's the case--if four members have already decided what they're going to do--they may not even vote to go into executive session.
Also, Cowgirl's idea of making signs is a good one, because the Mayor has the discretion of whether or not to allow anyone to speak. Council can overrule him, of course, but see above. If they already have the four votes, then there aren't enough votes to overrule the Mayor and allow the public to speak.
Making and holding up signs might be a very good idea.
OVM---- I'll say this. To hell with the signs. If Loomis knows or believes he has four votes, how could that be without violating the open meeting laws?
Did Loomis convince Kunisch---who, I'm sure didn't need any convincing, and then got Carter on board.
I will say this. If Mr. Carter will go so far as to cause David to lose his job because of the total disdain he has for Bill , Barry & Salette, that is not only being vindictive, but downright despicable.
What is hard to fathom is that they could convince Paula Abbott to join in with this absolute disgusting act.
Until she votes to join this group, I will not believe Paula, who stood on her principles for 7 years, will allow this to happen.

When some of the actions of some of these male members is made public, a recall may not be necessary. Tar & feathers may be more appropriate.
Since this language was considered acceptable when the police union used it, I think one of the signs should say:
If you fire Andrews, WE WILL TAKE YOU OUT!
I'm going to try to be there tonight but these 5 PM and 6 PM meetings are tough to make unless you're retired and eat dinner at 4 PM.

The total disdain you mention toward BG, SL and BG applies to Carter as well as Abbott.
I'm told the source of the conflict is Abbott is still pouting that Salette actively worked to get someone other than Young-Wright in the LD26 seat vacated by Lena S. That is one reason, PA votes in opposition to Salette every chance she gets.
Art, Would you continue to work in such a hostile work place? There are ways to get an employee to leave without firing them. I predict the vote tonight will be CYA on the part of 4 members. I hope I am wrong.

My hope is that Paula who served this community with total integrity, while thinking about her constituents best interests since her first election in 2002, will not be swayed by this group of Loomis, Kunisch & Carter.
I am convinced that Carter will not listen to anyone and it appears he will do anything to hurt Bill, Barry & Salette. This includes showing such a callous attitude to David Andrews who was as close to Carter as anyone. Now Carter appears to allow David to lose his job for NO DAMN GOOD REASON.
I still hope Paula's integrity will come to the forefront and she'll let Loomis, Kunisch & Carter know in no uncertain terms, she will not be part of their dastardly act.
And no,I would not want to work under these conditions. More so, I would not want to work for such uncaring, self-serving fools as has been displayed, especially in the last few months.
As I said, if David goes, the big loser will be the citizens.
