Whether or not annexing The Westward Look Resort is a good idea, or not, is debatable.
However, it may be a moot point, as the resort doesn't seem to have any interest--- without getting some "kickback."
Past councils would have said, "Sure,tell us what you want, and you got it."
That was then. This is now. If they wish to be in Oro Valley, fine. If not, that too is fine!

The writer of the article didn't dig deep enough. Previous discussions with the Westward Look also revolved around a potential rezoning of the parcels along Ina Road so that boutique-type shops could be built there. The neighbors around the Westward Look were opposed to such a re-zoning and the traffic congestion that it would create within 1/2 mile of an already overloaded intersection to the west.
So, the discussions are not simply about economic development agreements, but cover a range of other matters, too, including the residential area around the resort and those homeowners' interests. For the annexation to take place, their signatures would be necessary.

All that is necessary for annexation is for the annexed area to be "contiguous" with the town. I believe you'll find that a portion of the resort property meets that criteria.
But, as I said, it doesn't seem to matter, at least at the present time.
I think Boobie-baby and Art both have points that are correct.
All annexations require the signature of the majority of the landowners. During a P&Z meeting a few years ago the discussion included the residential area was part of the Westward Look property.
The Westward Look also wanted the rezoning for shops on Ina Road.
Art is also correct that annexations have the requirement the land be contiquous to existing Oro Valley boundaries.
Westward Look wants a handout from Oro Valley. Say No to that nonsense.
