My wife and I moved to Oro Valley in 1993. At that time, David Andrews was working as the Finance Director for Oro Valley for more than a year. After thirteen years, David became the Assistant Town Manager, and in a very smart move, in September 2006, the Town Council voted unanimously to promote David to the position of Town Manager.
One thing has been consistent all during David's tenure with Oro Valley. His caring and diligence and hard work on behalf of the citizens of our community has always been in the forefront. Anyone that knows David, or even watches his demeanor at Town Council meetings can readily see a low key, dedicated worker that is always concerned with the people that work for him, but more important, the people that he works for---the citizens of Oro Valley.
Does David ever get angry? I'm sure he does, but I can honestly say I have never seen it in all the years I've been attending or watching council meetings.
That was until last night! David, for the first time that I'm aware was outwardly agitated by the mayor and the other 3 members that totally usurped David's recommendation to be fiscally responsible. Was David sorry for himself? I doubt it. He was sorry, because he knew the actions of Loomis, Kunisch, Carter & Abbott were wrong and would ultimately be harmful to Oro Valley.

Why these four think they have more knowledge than David on the financial situation facing Oro Valley is hard to fathom. Needless to say, once again David Andrews did the best he could for the people of Oro Valley. This time, his best, was not good enough.
That is a shame!

The issue I hope our readers will pay particular attention to is this.
I do not ever recall Mayor Loomis not asking the council after discussion, "What's you pleasure?"
At this meeting, Loomis acknowledged he did not even give the Town Manager the courtesy of discussing his intentions, but jumped right in and made the motion to "raid" the contingency fund.
It seemed that Kunisch, Carter & Abbott all jumped in to 2nd his motion.
Many comments, in particular from Loomis & Kunisch were, in my opinion arrogant, ignorant and totally usurped the Town Manager's authority.
Please take the few minutes to listen in to these proceedings and I think you'll agree with my assessment.
To me, it was an embarrassment to have some of our representatives representing us on this issue.
Thanks should go out to David, Bill, Barry & Salette for showing their concern for the citizens of Oro Valley.

in the upcoming election. To write off the Town Manager and assisting Staff as superfluous is an abomination!
I cannot help but be SPEECHLESS that Carter, Abbott, Loomis and Kunisch (C.A.L.K.)would think they have more expertise than the Town Manager who has an outstanding record and extensive education in Finance!
If they think a little CALK in the structure of the financial wall will save OV from the job security wall crashing down I think they are sadly mistaken!
Just read this morning's newspaper about the economic realities and forecast - NOT GOOD! Of course, there are those in Oro Valley that think 'it can't happen here' -it CAN!

The Andrews' raise was NOT in the best interest of Oro Valley.
Having said that I have often posted about the micro-management of the Town Council in the day-to-day operations on the Town. They are all guilty of it on any given week. This time it just happened to be Loomis, Carter, Kunisch and Abbott.
I completely agree that the Town Council should have accepted the recommendation of David Andrews.It would appear that it was the right thing to do.
