Neighbor Carol Scotti Asks: "What Is The Definition Of Open Space?"

Our Sun City neighbor Carol Scotti tried to get a definition of "Open Space." As the State Land Trust personnel didn't seem to have a satisfactory answer, perhaps some of our readers----or maybe even some Council people can help out. Here's Carol's message to "LOVE."

I attended the Oro Valley Open House meeting where the Arroyo Grande Conceptual Land Use Plan was presented. After the first few questions were addressed to the presenter, it became clear to me that a definition of "Open Space" was required to understand "what" the plan meant by this emphasized term. These were the key words in the 2000 proposition which the voters approved. The intent was to assure that any future sale/annexation of State Trust land would include a percentage of what I would venture to say the vast majority of voters thought would be "undeveloped land". Land which would allow access for wildlife, and to assure future generations would have the benefit of enjoying the natural desert environment.

I asked the presenting State land trust project managers: "What is the definition of Open Space?"
Their reply was: "We have no definition." This shocked me, and caused a stir of surprise in the audience. Without a definition going forward with this plan will mean our Town council and developers will supply the definition. This could be, for example, on an 80/20 high density section, a big box store with a parking lot defining the open space.

I have been distraught over this either naivete, stupidity, or devious purposeful lack of definition, but don't know how most effectively to make this issue recognized.

Art: If any of your readers still have a question about the definition of Open Space, the Glossary in our current General Plan outlines both Open Space and Natural Open Space. As the Town of Oro Valley will have to adopt a General Plan amendment, all of the State Land Department's recommendations will go through careful review prior to adoption. I hope my term on the Planning Commission doesn't expire before the proposed amendment gets to the Commission!

There are several aspects of the State Land proposed plan that need clarification. Fortunately, the public process at the Commission and Council allows plenty of time for due diligence and thoughtful comment. In the meantime, anyone can contact me with a question.
