A developer has made a preliminary request to rezone property directly north of the Safeway Center in Rancho Vistoso. The property is part of the Rancho Vistoso planning area (“PAD”). It abuts the Horizons Neighborhood.
Change from commercial to high density residential
The land is currently zoned for commercial property (Zoning code C-1). That use would be consistent with the Safeway property, allowing for retail, restaurant and offices.
The requested zoning is high density residential (HDR). That zoning code opens up land use possibilities.
Once the property is rezoned to HDR, the land could be used for apartments, single family homes, and attached homes and offices, according to town planner Hannah Oden. (Video Source)

The specific use being floated by developer Avilla Homes is the construction of rental homes. These are homes that are built specifically to be rented to occupants by the developer. These are homes have small lots, generally ranging from 800 to1600 square feet, clustered in a motel-style motif (see panel). There would be 85-90 homes on this 8 acre lot.
