THE PROGRAM:
On Saturday, September 11th, 2010, an American flag should be displayed outside every home, apartment, office, and store in the United States . Every individual should make it their duty to display an American flag on this ninth anniversary of one our country's worst tragedies. We do this honor of those who lost their lives on 9/11, their families, friends and loved ones who continue to endure the pain, and those who today are fighting at home and abroad to preserve our cherished freedoms.
In the days, weeks and months following 9/11, our country was bathed in American flags as citizens mourned the incredible losses and stood shoulder-to-shoulder against terrorism. Sadly, those flags have all but disappeared. Our patriotism pulled us through some tough times and it shouldn't take another attack to galvanize us in solidarity. Our American flag is the fabric of our country and together we can prevail over terrorism of all kinds.
Action Plan:
So, here's what we need you to do ...
(1) Forward this email to everyone you know. Take a moment to think back to how you felt on 9/11 and let those sentiments guide you.
(2) Fly an American flag of any size on 9/11. Honestly, Americans should fly the flag year-round, but if you don't, then at least make it a priority on this day.

John Musolf Questions Oro Valley Reserve Police Officer's Expenditures
Once again, John Musolf questions Oro Valley's expenditures. This time, John's analysis concerns the Police Department Reserve Officer Program.
The big question is: Will this Town Council consider all the valid issues John brings forth, or will they continue down the same road of frivolous spending?

Oro Valley has conducted past professional management studies of some of its departments such as Building Safety, Public Works, Legal, and Library to provide a detailed analysis of how the Town compares to established standards and benchmarks of operations.
Management studies are conducted with the intent of utilizing an experienced and independent third party to review current strategies and operations and make recommendations to improve efficiency and delivery of services.
Two management studies of the Police and Parks/Recreation Departments had been approved and scheduled to commence in the summer of 2010.
The new Oro Valley Mayor and Council decided to eliminate those studies.
The following analysis on the Police Reserve Program attempts to illustrate why any independent study (analysis) can question the effectiveness of any governmental program and gauge how critical and/or costly it might be to the community.

Purposes:
1. Enhance patrol staffing, reducing response times
· Reserve Officers answered 315 calls for service from August 2009 through January 2010
2. Reduce the amount of overtime associated with open shifts due to military leaves, extended FMLA illness, injury, or vacation
3. Manage the destruction, allocation, charitable donation or auction of property and evidence seizures
Doesn’t the 3rd purpose (Manage the destruction, allocation, charitable donation or auction of property and evidence seizures)
that is listed under the Reserve Officer program duplicate one of the purposes or functions of the Community Action Team (C.A.T.) program?
Listed under the functions of the Community Action Team program:
Recovered/Seized Property
· Electronics (e.g. computers)
· Firearms
· Vehicles
It appears that Recovered/Seized Property has great significance to the Police Department since both the Community Action Team and Reserve Officer Program (two groups) address this problem?
Isn’t this simply a clerical or auction function to dispose of Recovered/Seized Property from a crime and use the money for other police purposes (with the approval of the Pima County Attorney)?
Could the Recovered/Seized Property clerical or auction disposal function be outsourced instead of using police officers?
How much time did each reserve officer spend in 2009 on the management of the destruction, allocation, charitable donation or auction of property and evidence seizures?
How much time did each reserve officer spend in 2010 on the management of the destruction, allocation, charitable donation or auction of property and evidence seizures?
How much time did the Community Action Team spend in 2009 and 2010 on the management of the destruction, allocation, charitable donation or auction of property and evidence seizures?
