Oro Valley's thirst for water will most certainly need to come from CAP water; especially given potential growth caused by Arroyo Grande. At some point, maybe 50 years from now, alternatives will be needed to supplement CAP water. Desalinization of sea water, delivered either from Mexico of from California, will be the only answer.
